County Highway 5 (Olive Street) Phase 4 Improvement Project
Location
- County Highway 5 (Olive Street) from Deer Path to Owens Street in the City of Stillwater.
Proposed Improvements
- Add pedestrian accommodations.
- Resurface roadway.
- Replace curb and gutter.
- Replace storm sewer.
- Replace signs.
Recommended Alternative
Based on feedback from the community, input from agency stakeholders, and our technical analysis, the project team’s recommend alternative (PDF) includes the sidewalk on the north side of the roadway.
Benefits of this alternative include:
- Meets the goals of the project, which are to add a sidewalk and replace aging infrastructure (pavement, curb, storm sewer, etc.).
- Has the smallest footprint, which helps minimize private property impacts.
- Narrows the existing width of the roadway, which helps reduce vehicle speeds.
- Includes a turf boulevard between the sidewalk and roadway, which improves pedestrian user experience, and provides space for snow storage, utility poles, and highway signs.
- Maintains parking on at least one-side of the roadway.

Study Overview
Washington County, in coordination with the City of Stillwater, conducted a design study to develop a plan for pedestrian and traffic improvements on County Highway 5 in the City of Stillwater. The design study includes the entire corridor from Croixwood Boulevard to Highway 96 (Dellwood Road), except for the segment from Olive Street to Linden Street, and developed a slate of recommended future improvements to the corridor. The intersection of County Highway 5 and Myrtle Street (County Road 12) was not included in the study.
Through the study analysis and public input received, a slate of recommendations (PDF) were developed for future planning in the corridor. These improvements will be implemented subject to available funding and local approval. Washington County is proposing to construct, in 2018, a new traffic signal at Pine Street and a new trail connection on the west side of the roadway between Willard Street and Deer Path, providing a new link to connect the existing trails.
