About the Study

Washington and Ramsey Counties, in partnership with MnDOT, are leading a corridor study for the 10+ mile segment of Highway (Hwy) 96 between Hwy 61 in White Bear Lake and Hwy 95 in Stillwater. The purpose of this study is to better understand existing conditions and corridor needs to help develop a long-term plan for improvements that has stakeholder and public support. 

Specific study objectives include:

  • Develop a deeper understanding of corridor needs and opportunities through a thorough data collection effort. 
  • Build on technical understanding by gathering stakeholder and public input on corridor condition and needs, and build support for proposed improvements. 
  • Specifically consider pedestrian and bicycle needs, safety improvements, and general asset condition, among other items. 
  • Develop improvement options and cost estimates by logical project segments and identify potential funding.

Study Schedule

The Hwy 96 Corridor Study will involve an 18-month planning process. Project process will include data collection and stakeholder engagement opportunities throughout. The project began in June 2024 and is expected to conclude in the fall of 2025. Study phases will include:

  • Phase 1 (Summer through Fall 2024): Identify Corridor Needs.
  • Phase 2 (Winter through Summer 2025): Explore and Evaluate Potential Improvements.
  • Phase 3 (Fall through Winter2025/26): Develop and Share Recommendations.
