County makes watershed district board appointment The Washington County Board of Commissioners made an appointment to the Carnelian Marine St. Croix Watershed District May 20. The board appointed Nicholas Bancks of Scandia to a first term as a manager on the watershed district board beginning June 22, 2025, and expiring June 21, 2028. Contact: Megan Carlson, Administrative Assistant, 651-430-6001 County Board approves temporary liquor license application The Washington County Board of Commissioners approved a 1-4 day temporary on-sale liquor license application May 20 from the Bayport American Legion Post 491. The temporary on-sale liquor license is for the annual Yellow Ribbon Randy Kopesky Field of Bands event happening Sep. 20, 2025, at the Washington County Fairgrounds, 12300 N. 40th St., in Baytown Township. The county processes all liquor licenses for the townships in the county. The county reviews the liability insurance, and the Sheriff's Office, the County Attorney's Office, and the Public Health & Environment Department complete compliance/verification checks. Those requirements have all been completed for the applications. The applicants’ license fees pay for the administrative costs of the county's administration, compliance, and verification checks. The off-site gambling application is for conducting pull tab activities July 30 through Aug. 3 during the Washington County Fair, held at the Washington County Fairgrounds located at 12300 N. 40th St., Stillwater, Minnesota, in Baytown Township. Minnesota state law requires County Board approval by resolution of permits for organizations to conduct off-site gambling within townships. The County Auditor reviewed the applications and applicants meet the requirements to conduct pull tab activities. The approved applications will now be sent to the State Gambling Board for consideration. Contact: Amy Stenftenagel, Property Records and Taxpayer Services Director, 651-430-6182 On-call geotechnical design services contracts approved The Washington County Board of Commissioners approved three contracts May 20 with geotechnical firms to provide on-call design services for Capital Improvement Plan (CIP) projects. The three contracts, which are each for a not-to-exceed amount of $500,000 over the next five years, were awarded to WSB Engineering, American Engineering Testing, and Braun Intertec Corporation. Washington County Public Works has utilized on-call contracts with geotechnical firms since 2015 to provide design services for CIP projects. These design services are crucial to ensure county infrastructure, such as roads, bridges, and buildings, are designed correctly to avoid premature distress and failures. They also help reduce costly change orders and claims during construction. Annually, the county spends between $200,000 and $300,000 on these services. Every three to five years, a new Request for Proposals is posted to solicit proposals from interested firms for these design services. This year’s request for proposals was issued in February. Accounting for inflation and rising costs, the county is budgeting $300,000 per year for these services in the next five years.
